WebMoney surely is tight in this game. It is safe to sell junk, yes. Don't go around buying a new weapon or piece of armour just because it's a bit better. The game get's easier as time goes by and it's perfectly fine to go for fashion instead of stats. However, if you want to spend your money I'd go with weapons first and then armour.
